Site problems Work Breakdown Structure (WBS) What is a WBS exactly? It is a logical “breakdown” (decomposition) and representation (hierarchical “structure”) of the “work” required by the program. The WBS is defined, developed, and maintained throughout the system life cycle based on a disciplined application of the systems engineering process. The WBS organizes system development activities based on system and product decompositions. The WBS has the following attributes: · It is a product-oriented hierarchy of hardware, software, services, data, and facilities that are required for system development, deployment, and sustainment. · It displays and defines the product(s) to be developed and/or produced, and it relates the elements of work to be accomplished to each other and to the end product. · A WBS can be expressed to any level of detail. However, the top three levels are the minimum recommended any program or contract needs for reporting purposes unless the items identified are high cost or high risk. Then, and only then, is it critical to define the product at a lower level of WBS detail. · The program WBS is developed initially to define the structure of the top three levels of the system hierarchy. The program WBS represents the total system (see figure below). Templates and WBS element descriptions are described in MIL-HDBK-881A.
