Therefore, it is necessary to revisit this part of the planning periodically to revalidate the timing of each expenditure profile. Usually, the first order of business is to assemble a team and set up shop (facilities and equipment). The initial team that a Project Officer (PO) assembles may not be the optimal fit for the tasks at hand, so the PO must be prepared to make personnel assignment adjustments. It is the responsibility of the PO to ensure that each team member understands his or her role, what is expected, and when. The PO must also ensure the environment, equipment, and tools are adequate for the program staff. It has become increasingly more important to evaluate and carefully select the right set of tools to be used on a program. "Tools"The primary path to the success of a program is mostly based on the leadership and management provided by the PO; external factors such as funding cuts, resource sharing, and schedule realignments; and the capabilities and commitments of the team selected also play a role in success. The start up team selection is determined mostly by considering the talent required to initiate each key functional area of the program. Therefore, the PO should assemble a cross-functional team to tap into the varied expertise and experience required. Ensure the right skill-mix are available, and provide clear accountability and the correct level of participation. Less experienced POs should not hesitate to seek advice while making staffing choices.
