Site problems President’s Submitted Budget In this context, term “budget” means the President’s Budget--The Budget of the United States Government.  The president formally transmits his proposals for allocating resources to the Congress through the budget. Congress considers the recommendations and uses the information included in the budget as it drafts and passes laws that affect spending and receipts. Through this process the Government decides how much money to spend, what to spend it on, and how to raise the money it has decided to spend.
