Site problems Program Planning and Scheduling It is very easy to underestimate the time needed to complete a program. Usually there are neither dates nor time-scales specified in a requirements document. All program scheduling is based on when the Customer is expecting delivery of the program products or services. The program office will plan sufficiently to ensure the program is executable, given the delivery date and all activities and resources  required for meeting the delivery. First the program offuce may create a work view, which summarizes the work to be done to complete some activity in the life cycle of the system. One important work view is the product-oriented Work Breakdown Structure (WBS), which uses the product tree as a point of departure, and defines, via a hierarchical outline and a set of definitions, the work necessary to complete each phase of activity. A related work view is the Integrated Master Plan (IMP), which identifies the significant accomplishments to be completed by each major event or milestone, for each entry in the WBS. From the IMP and other activity management planning, the Integrated Master Schedule (IMS) is developed, to relate the IMP events and management processes to calendar dates. The program office also needs to understand and identify all the resources required to complete the program and make delivery.
