Site problems Management Support The Project Officer (PO) has the responsibility to keep his or her management informed of the progress of the program as well as significant issues that need to be resolved. Both the PO and management should agree on the frequency and level of interim program reviews. The program's progress reporting should address recent accomplishments and milestones completed, as well as a summary of significant activities planned in the near future. This progress must be overlaid with the planned schedule with added discussion on schedule variances, critical paths, etc. It is important that the program provide management insight into how the spending is coming along. For this, the actual spending is compared with the spend plan and the funding profile. When there is a choice, the PO should consider quantifying all progress that is reported. In other words, assess progress in measured terms where meaningful trends can also be reported. All programs have issues to resolve. Those issues that potentially have a significant impact on the success of the program should be presented to management. For the management review, the PO should present each issue, a statement of potential impact, and an action plan to resolve the issue. The manager's role includes monitoring the programs, assessing the PO's performance, and providing advice and support along the way. The manager will assess the PO's ability to identify program and technical risks, minimize or mitigate those risks, make optimal use of resources, effectively and efficiently resolve issues as they arise, and delegate up the chain when warranted.
