Site problems Critical Design Review (CDR) CDR = Approval of the Design Baseline - DoD 5000.02 Phase = Engineering Manufacturing Development (EMD). CDR - Review maturity of design for each CI and aggregate CIs: 1.  Verify that functional and performance requirements of CI specifications are satisfied 2.  Verify that engineering speciality requirements have been satisfied 3.  Verify compatibility between CIs and hardware, software, facilities and personnel 4.  Review preliminary product specifications 5.  Assess producibility risks Post CDR The CDR is a multi-disciplinary technical product. Systems Engineering processes are normally held during new Systems Development and Demonstration (SDD) to assess whether the system and Configuration Item (CI) under review is sufficiently mature to proceed into fabrication, demonstration and test, e.g: 1.   Meet the stated performance requirements within program cost, budget, schedule, risk and       other user constraints. 2.   Flow down of requirements from the functional baseline to the lowest-level CI for each end       item in the specification tree is complete and capture in each CI detailed design. 3.   The system final design is captured in product specifications for each CI in the system baseline. 4.   Each CI in the product baseline has been captured in the detailed product specification and       design documentation. 5.   The CI specifications and associated drawings for hardware are sufficiently mature to enable       the fabrication of CIs. 6.   The software architectural and detailed design for all Software Items (SIs) under review are        complete to the extent specified in the Software Development Plan (SDP) based on the selected       life cycle model. For complex systems, a series of CDRs for each subsystem or CI are conducted, leading to an overall system CDR.
